According to the man page, paperconf (with no options) should return a default size if PAPERSIZE, PAPERCONF or /etc/papersize is not found. Currently it fails in this case.
lib/paper.h even says to use defaultpapername() if systempapername() fails. Attaching patch from Ubuntu bug https://bugs.launchpad.net/bugs/136512
