You could handle this the way Pidgin plug-ins such as pidgin-encryption,
pidgin-otr and others do. I.e.:
Depends: ..., pidgin (>= 2.1), pidgin (<< 3.0)

However, you might be better asking debian-devel about this. I ran a
couple searches in the list archives but couldn't find any enlightening
post.
