This is strange. The URL http://www.nessus.org/nasl/all-2.0.tar.gz should work but it seems it has been removed by Tenable without making any announcement (they did announce previous changes). Did you try downloading a registered feed through 'nessus-update-plugins' (i.e. register first at the www.nessus.org site, use the code to register your installation and then download).
