That is not a bug, but a feature. The argument before the name of the cabfile to be processed should be a single-character instruction about the action to be performed. If data.cab is the cab file, try: unshield l data.cab to list the contents or unshield -d outputdir l data.cab (where outputdir is the directory to dump the contents of the cab file).
