As far as I understand, saods9 tends to build a binary which is
completely static (even tcl sources are compiled into the binaries).

I think it doesn't make much sense if the library is already
installed. Moreover, it makes security support harder.

Regarding tcllib and libtk-img: Tcl/Tk perfectly loads both libraries
at run-time. And there's no any reason to built them into ds9 binary.
This what my patch does. I think that other harcoded packages could be
removed in a similar way, but these two are which cause FTBFS for now.

So, I'll NMU the packge shortly.
