It is possible to start the program with invalid files:

        reportbug -A guess -A what -A it -A does -A not -A exist

And then the editor launches:

        ...write long happy message

And then close with smile to report the bug:

        Submit this report on debianutils (e to edit) [Y|n|a|c|e|i|l|m|p|q|?]? y
        Warning: opening 'guess' failed: No such file or directory.
        Warning: opening 'what' failed: No such file or directory.
        Warning: opening 'it' failed: No such file or directory.
        Warning: opening 'does' failed: No such file or directory.
        Warning: opening 'not' failed: No such file or directory.
        Warning: opening 'exist' failed: No such file or directory.
        Error: Message creation failed, not sending

SUGGESTION

Please validat the input arguments at program start and refuse to continue
if supplies files coudn't be read.
