Hello there, it's me again.

I looked through mysql plugin code and found the following:

# create .my.cnf
 # (we do this because we don't want to have to specify the password on
 # the command line
 # because then anyone would be able to see it with a 'ps aux'. instead,
 # we create a
 # temporary ~/.my.cnf in root's home directory).

etc.

But this trick is dirty a bit.

I think that you should use
--defaults-file=
instead.

E.g.
mysqldump --defaults-file=/etc/mysql/debian.cnf -A
works fine :) (btw, this file is default for debian's mysql install, and
it will give you ALL PERMISSIONS to *.*)
