That's because the plugins are the same for both backends, so they had to be split in a separate package. It would be possible to make two different plugin packages, but given their size it's not really justified. I'll add a dependency on totem-plugins in the totem metapackage; this way, it will be automatically installed in the general case. -- .''`.
