After the install the tz-brasil starts and can show this message:

"Why timezones Brazil/East and Brazil/West are not allowed?
  check answer at /usr/share/doc/tz-brasil/timezone.txt"

But the timezone.txt don't exist. Please, adjust the rules file
to don't compress timezone.txt (IMHO it is the better way to
guide newbies - .gz can be confused). I suggest this change:

        dh_compress -Xtimezone.txt
