I can reproduce it easily and things that should cause a redraw (like
selecting the problem text and scrolling it out of view and back into
view) do not change it.

I'd think it was a font issue, but dashes display ok in other parts of
gitk, such as the diff for 5e6baa9997df5897ee4e46eb6ba3473761deac1b.
Actually, this commit may be a better example, in the diff it displays
the dashes in the code changes, but the "- -- Joey Hess" in the changelog
diff displays as "     Joey Hess".

I also reproduced it running gitk remotely on another machine with
display going to my laptop (the machine I originally saw the problem
on). However, when I tried displaying gitk on a different machine, I,
like you, cannot reproduce it. Most strange.
