I guess you should just set Icon=ncbilogo for now and maybe ping upstream to get new icons for every application if that's possible of course. Currently there are no more patches available from Ubuntu, plus the bugtracker for your package is empty [1]. This package will be synced on the next revision you will upload as far as Ubuntu changes are no more needed; anyway I gonna forward you every fix/update/patch I gonna find out while browsing the Ubuntu's ncbi-tools bug tracker from now on.
