For now, I cannot reproduce your problem.
If yes, can you send me the output of:
dpkg -L mercurial
find /etc/mercurial
cat /etc/mercurial/hgrc.d/hgext.rc
ls -l $HOME/.hgrc
cat $HOME/.hgrc
