The Debian package follows the upstream releases. As far as I know 1.2 is still the latest upstream release? (See http://matchbox-project.org/sources/) The major functionality change in the huge Ubuntu patch seems to be pulling in experimental code for frame animations; I'm unpersuaded that that gives enough gain in proportion to the divergence from the upstream release. (There are also changes I don't see the justification for, like turning off numbering of windows with otherwise identical names to make them easily selectable in the window list.) Are there particular bugfixes in maemo/Ubuntu that you feel need to go into the Debian package in advance of a new upstream release?
