Which indeed indicates that the rebuild did not reach the archive yet. As [0] doesn't seem to know about the binNMU, the binNMU might indeed not get scheduled though it is mentioned on [1].
The correct action is not to reopen the bug, but to ask why it didn't get scheduled.
