Sure, briefly it points to the current development version of a package available in some Version Control Management system. The full story is in a bug report on developers-reference (and on my blog) http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=391023, take the latest patch. Since a few days the fields have become official dpkg fields, so you can avoid the heading "XS-" string that was proposed in the early days. For some example of sensible values you can look at the PTS page of some package. For example all packages of mine have them, here is a sample link: http://packages.qa.debian.org/v/vim.html (look at the "Version Control" information on the left).
