I just tried with a windows guest. Same behaviour.

On my host, 

$ setxkbmap -v -print
Trying to build keymap using the following components:
keycodes:   xfree86+aliases(qwerty)
types:      complete
compat:     complete
symbols:    pc(pc105)+us(dvorak)
geometry:   pc(pc105)
xkb_keymap {
        xkb_keycodes  { include "xfree86+aliases(qwerty)"       };
        xkb_types     { include "complete"      };
        xkb_compat    { include "complete"      };
        xkb_symbols   { include "pc(pc105)+us(dvorak)"  };
        xkb_geometry  { include "pc(pc105)"     };
};

(But my keyboard is heavily xmodmap'ed to some thing different)
