Package: portmap

This seems another instance of bug #231074 or #261484, eg portmapper
run before other services and can bind ports < 1024 that belong to
others (in my case, the IMAPS port, that prevent dovecot from
running).
I've seen:

but in a normal setup fixating the portmapper port range seems to me
not feasable, and looking at bugs #261484 it not clear to me if the
'portreserve' package was a solution or an hack.
Please, explain me, or better esplain the situation in a README.Debian.
