I need to see more context before I can determine whether this is, as I suspect, a quoting bug in your sendmail.mc file and not a bug in m4. For example, was line 18 inside a macro definition, and what were the current quote and comment delimiters? Please attach the sendmail.mc file that was causing the problems.
