Reportbug should assume that users are smart enough to know what thay want to gain. If somebody explicity calls `reportbug --query-bts' than thay should be given a list of already reported bugs regardless of "offline" being set or not. Currently when in offline mode, "--query-bts" is simply ignored without giving a user any warning. (Alternatively there could be option like "--no-offline" or "--online" to allow overriding of "offline" configuration variable.) BTW. I don't understand why tha bug was marked as wontfix and closed by somebody, who is neither maintainer nof uploader of the package.
