The Recommends are in the pm-utils package, so I'm reassining the bug. uswsusp [1] is supposed to be built for i386, amd64 and powerpc, but currently only available for i386 and amd64. We'll have to investigate that. vbetool [2] is currently only available for amd64 and i386 as it ftbfs for all other archs. The recommends could be made arch dependend, this is only a minor issue though.
