Because it won't be obvious without a KDE/GNOME menu entry to any GNOME/KDE user who doesn't already use the software. And getting the entry back isn't all that easy, at least in KDE, since the user will then have to know what file to look for in /usr/share/applciations, what to edit, etc. That strikes me as an exceedingly unreasonable thing to do to render accessible software that is already installed. A much more user-friendly approach would be to include the entry, and let people who hate the entry hide it. Or uninstall the software. And if an HP icon is so inappropriate for the default desktop, then maybe the default desktop should be changed, so that HPLIP isn't installed for everyone. But that's not an hplip package problem, and so shouldn't be solved at the expense of the package's usability.
