In fact, this bug also applies to the configuration of dpkg, which used to be appropriate in earlier versions, but as of 3.2 the file /etc/apt/apt.conf.d/90fai is only installed into the NFSROOT and removed at the end of the installation.
Rather, at least parts of it must also remain in place for softupdates, that is

to ensure that dpkg picks the default action (users might want to add
--force-confold, but that's not of general concern).
