pidofproc calls kill -0, so it will fail if the process exists but owned
by another user.  This would typically lead to wrong results when a normal
user calls /etc/init.d/foo status.  It's debatable whether that is
required, but the LSB spec does not restrict the circumstances in which
pidofproc must work.
