I have a similar problem here with the mISDN_l2 module. There is going
to be a work session on VoIP and telephony in Spain, starting tomorrow,
where we hope to address most of these problems.

Interesting, since these are supposed to do the same thing, really.

Mostly historical reasons -- these switches used to be yes/no switches
and only gained the "module" option recently. The configuration system
should sort this out though, as nothing that depends on a module can be
built statically (and it is also a bug to fail in that case).
