IIRC the user part of an email address is (theoretically) case sensitive so in my eyes the best solution is not to make the addresses of reporters all lowercase.
I think in practise the case of email addresses doesn't matter much, so using a case insensitive compare in pkgreport.cgi might be appropriate, too.
