ifplugd handles deco/reco if you are nice with it. If you aren't, you don't
get your network back at all.

Exemple:
- unplug switch power supply
- network goes down
- wait
- replug switch power supply
- ifplugd beeps
- network won't come back
- wait ...
- nothing
- plug/unplug network cable many times with no success
- ps shows a stuck dhclient, kill it
- plug/unplug network cable many times with no success
- restart networking with no success
- manually start dhclient to get networking back ...
