At least in (k)ubuntu there is now the GFDL in the base-files
package.  (I assume it's the same for Debian)

base-files: /usr/share/common-licenses/GFDL-1.2
base-files: /usr/share/common-licenses/GFDL

So the complete text of the GFDL can be replaced by:

  On Debian GNU/Linux systems, the complete text of the GNU
  Free Documentation License Version 1.2 can be found in
  `/usr/share/common-licenses/GFDL-1.2'.
