If there is nothing requiring it to be part of the initscripts package, I would recommend it being done by another package, closer to the debugfs support. The reason is to reduce the complexity of initscripts, and keep the changes needed for debugs close to the packages using it. Are there packages in debian using debugfs? I would recommend adding an init.d script to one of those packages instead of adding it to initscripts. Or, is it enough for the users of debugfs to add an entry to /etc/fstab?
