Please see /usr/share/doc/emacs21-common/ as the primary
documentation directory.
A more user-friendly approach would be to symlink /usr/share/doc/emacs21* to
/usr/share/doc/emacs21-common. Policy section 12.3 allows this since all of
the former packages depend on the latter.
