The Official NTP Reference Implementation Distribution Documentation is maintained as HTML files by the David Mills. He will not release documentation in any other form. The current version of the Distribution Documentation at http://www.eecis.udel.edu/~mills/ntp/html/ tracks the development version of NTP.
