Does adding -m to the dch invocation give you the results you were looking for? That will stop dch adding a new maintainer header if the last entry wasn't made by the person editing the changelog. On the assumption that the above works (please yell if it doesn't :-) I'm going to retitle this report to cover another issue I discovered with empty changelog entries and the "changelog" release heuristic whilst investigating this, which is now fixed in SVN.
