Dear Octave Group, While I made the original request for conflicting with atlas3-base-dev, in hindsight, I feel this wasn't a great idea after all, as my package failed to build on the buildds with this setting.
If you observe the same, please just forget this bug report and revert it to the way it was earlier. Thee bug, as Thomas pointed out, belongs to lapack3-dev. Thanks! Kumar P.S.
