This sound like a local configuration issue, as invoke-rc.d do not
have any code to treat some scripts differently.  It does use a script
/usr/sbin/policy-rc.d, which might be used locally to differentiate.
Could this be the case here?

You can try to debug the issue by using 'sh -x /usr/sbin/invoke-rc.d'
to see what the script is doing.
