And probably not the only one. We (upstream TeX Live) hope that dvipdfm
will disappear completely for next release, as we have already TOO MANY
dvipdf: dvipdf, dvipdfm, dvipdfmx, xdvipdfmx.

So yes, this is a bug. And I guess it will not be fixed since plain
dvipdfm is not developed anymore.
