Now this is where the problem starts. It is not done on upgrade. I'd guess that almost everyone using quota upgrades the package with quota enabled and it always worked afaict. If you have a look at the postinst file you'll see that quotacheck is only started if you're not doing a clean upgrade. So I really need more infos.
