it would be a nice feature of reportbug, if it would run debsums before submitting a bug report. If debsums detects a modified file, reportbug should issue a warning, telling the user to reinstall the package. Then it should let the user chose to continue with the bug report, if he is certain, or abort. The result of the debsums check should/could be added to the bug report.
