Definitely not a hal problem. hal doesn't load any firmware or kernel modules. I'm not 100% sure, if it's udev in your case. But it's much more likely than hal. I'm thus reassigning the bug to udev. As you seem to use a self-compiled kernel, maybe you could try to use an official debian kernel and see if that solves your problem.
