I have noticed the same problem with aliases when configuring lighttpd. In my case I tried to add some global aliases to my own 50_local.conf file and noticed that they do not work for localhost. I solved this by moving Debian-specific part of the config to the end of the config file (so that it goes after the inclusion of *.conf files). I have not enabled the cgi module.
