Certainly. And this is why these are recommends, not depends.

The reason is, eel-open-with-dialog now uses app-install-data and
synaptic to install applications able to read a specific MIME type.

Granted, these recommendations could be moved to nautilus, but this
change is not nautilus-specific; that was the whole point in doing it in
libeel.
