That is not implemented on an automated way, but you can check the end of sync by looking at the content of the trace file of your upstream server. Keep some time margin of a few hours. Check all the criteria on http://www.debian.org/mirror/official You should configure an rsync daemon, and take car you have enough disk for the future. Once your mirror is in the list, and confirmed as reliable, you will have to setup push mirroring.
