Since v1.19 the behaviour of tar in read mode has changed, see NEWS.gz:

* Recognition of broken archives.

When supplied an archive smaller than 512 bytes in reading mode (-x,
-t), the previous version of tar silently ignored it, exiting with
code 0. It is fixed. Tar now issues the following diagnostic message:
'This does not look like a tar archive', and exits with code 2.

This change does clearly affect also -r (appending), since a valid tar
archive needs to be opened before such operation.

This affects also konqueror/ark's archive handling since in order to
create a new archive by right-clicking a file or a directory a

tar rvf /tmp/somedir/somefile.tar myfile

command is being issued.

I think that this bug report should be closed and that specific bug
reports against file-roller and ark should be filed instead since the
behaviour is consistent with the new choices of the developers.
