I'm talking about the hotplug scripts not CONFIG_HOTPLUG in the linux kernel. So in particular, I meant the Debian hotplug package. Sorry for not being clear. You do not need to install hotplug unless you want your modules automatically loaded when you plug devices in. hotplug also handles the automated bringup of network devices and firmware downloading. That's not the only FAQ I've seen. If you want, I can dig out more. It is also annoying because hotplug depends on usbutils and my machine doesn't even have USB.
