Your correction does not change this testcase: since I have removed the package and not purged it, /etc/openntpd/ntpd.conf is still here. While this is non-conventional, could you test, assuming that the user has not removed /usr/share/doc, on /usr/share/doc/openntpd/README instead? I don't remember if a user is allowed to remove either /usr/share/man nor /usr/share/doc. If it is allowed, maybe you can create a symlink between /usr/sbin/ntpd and /usr/sbin/openntpd and test for the existence of this symlink? This may be a bit cumbersome to handle a very rare case.
