/etc/cron.daily/apt-cacher:
Maintenance disallowed by configuration item clean_cache

The stanza in  /etc/cron.daily/apt-cacher  should preferably be
# Run the cache cleaner 
/usr/share/apt-cacher/apt-cacher-cleanup.pl >/dev/null
