This is because the documentation is in a separate .pod file that has been accidentally left out from Debian binary package. I'll upload a fixed package soon. Meanwhile, I'm downgrading the severity. Missing one form of documentation does not have "a major effect on the usability of a package, without rendering it completely unusable to everyone."
