It works.  I realized afterwards that it may be in the lenny one too; I
discovered the encoder wasn't there when I was unable to encode to
mpeg2video despite it being being listed in -formats (and the
experimental -formats still has mpeg2video listed an an encoder for
format, but not codec), but I thought the decoder wasn't included
because of problems with totem-gstreamer not playing dvd, but that
appears to be a separate issue (I tested the experimental ffmpeg by
converting a .vob that used mpeg2video to an mpeg1video).
