It would be nice if the attribute could be set automatically.
But currently po4a does not have a good idea of the language.
It can only guess it based on a PO file name, or based on a $lang
attribute in a po4a configuration file.

I wanted to keep the bug open until I find a better way to provide the
language, and this is not only related to the XML module (for example in
latex, some packages could be loaded based on the language)

I would prefer to keep this wishlist bug open.
