I've just seen that this bug has never been fixed properly. The strings
in the templates are not marked as translatable. Furthermore, your
POTFILES.in is not up-to-date. A full patch is attached, please run
debconf-updatepo once it gets fixed.

Note that this is now a "must" violation as per policy 3.9.1:
  Packages which use the Debian Configuration management specification
  must allow for translation of their messages by using a gettext-based
  system such as the one provided by the po-debconf package.
