Other developers are, of course, welcome to do what they wish. However, my read of Policy is that it's not allowed, so I won't be making the change to epydoc-doc. There's no reason Ubuntu can't patch this on their end -- they've done that before with epydoc (sometimes against my wishes, as a matter of fact).
