I have not decided yet whether I like it. On the one hand it's a
trivial script which is a bit more efficient than a simple "perl -i -pe
... " oneliner (and also much more bloated!) but on the other hand I
fail to see the use case where it fits perfectly.
If you are going to change the state together with
interface/routing/dialup/... state changes than you could simply add
something to /etc/default/apt-cacher-ng to pass offlinemode:X parameter
and run the init script (and parametrize this $something) from some
/etc/network/*.d/ script.
